Russians are cofident that thier education is much better then in other countries, to certain extent it is the truth, but on the other hand not all people are looking for knowledge, some just want to get a certificate to be able to get a better paying job.But this you can see all over the world also.
The notion "Intelligent" in russian language has a certain meaning - it is the person who is tactful, well bread, polite and sencere. The answer to this question is still the same - people are different....It is difficult for a Russian woman to study language and adapt..Absolutely not true.
Sure if she does not have any abilities for foreign languages - it may become more difficult, but the english language is a compulsory subject in the majority of schools and it will take just a bit more time to talk fluent.
But actually in CIS where there are two official languages - russian and local one, you will meet more people talking foreign languages then anywhere in the world.
You can walk downtown Moscow or Kiev and will not be lost, cause everybody will be happy to show you the way....Russian women prefer much older husbands..
